The property is zoned Residential. The owner is applying for the development of a deck and boardwalk within 100 meters inland of the High-Water Mark of the sea, Erf 9706, Plettenberg Bay, Western Cape.

Preferred Alternative/ Alternative 1:

This alternative will now consist of the construction of a timber deck and boardwalk that will terminate within the applicant’s property boundary. The boardwalk was previously existing and originally extended beyond the property boundary into State-Owned land (see below figure 1). This was assessed in the previous Draft Basic Assessment Report/ BAR but has since been revised to align with the recommendations of various organs of state, hence this revised report. The biodiversity assessment was commissioned to assess the entire existing boardwalk area within the boundary of Erf 9706 and within the State-Owned land. There is only a minor portion – 20.5m2 of the proposed boardwalk that will follow a new route before terminating at the property boundary.

Portion 12 of the Farm Ongegunde Vryheid No 746 (approximately 46.21 ha in extent) is located in Cape St Francis Bay in the Kouga Local Municipality, Eastern Cape.

The property was purchased by the current landowner in 1993; two dwellings were in place at the time. Google Earth historical imagery (2005) shows two dwellings in place on the property. The south western dwelling has been used by the landowners as a private holiday residence; the north eastern dwelling consists of 5 rooms and an outside cottage; the 5 rooms can sleep 2 persons per room and have been rented to guests since ownership in 1993. The outside room is not rented. A maximum of 12 guests (10 adults; 2 children) have been permitted at the NE dwelling over the years.

In about 2021 the owner refurbished and renovated the dwellings; the following activities took place:
- Rerouting of road (200m2) behind the NE dwelling, renovation of dwelling, putting in place a deck with a plunge pool (140m2) in the footprint of the old road
- Renovation of south western dwelling in the same development footprint.
The total development footprint of the two dwellings and road is approximately 1600m2.

Erf 301 Hoekwil is a vacant smallholding of 3.92ha in extent, located in Hoekwil (Wilderness Heights). The property overlooks the Touw River and Ebb & Flow Rest Camp (Garden Route National Park) to the east, and the Village of Wilderness to the west. Access to the property is from Whites Road leading from the Village around the Wilderness Heights area with a circular route from the west to east and again reaching Heights Road in the west. The section of Whites Road passing Erf 301 Hoekwil is a provincial road, Divisional Road 1621.

Project Proposal: The development of a 3-bedroom single residential dwelling with garage, access driveway, six (6) small guest units called “Pods”, and guest parking. The total development footprint is 1566m2 with a total coverage of 3.9%. Pods will each comprise a single bedroom, along with supplementary living amenities and adjoining bathroom.

Location: Erf 301 Hoekwil (Wilderness Heights), Wilderness in the George Municipal Area of the Western Cape. The GPS coordinates to the property is 33°59’28.81"S, 22°33’36.17”E.
