Revised DRAFT Basic Assessment Report - The Proposed Residential Development and Associated Infrastructure on a Portion of Erf 1180, Keurboomstrand, Plettenberg Bay - DEA&DP Ref: 16/3/3/1/D1/6/0024/26 Eco Route Admin Tue, 09/08/2026 - 10:05

Erf 1180 (to be registered as a portion of Erf 1236), originally Erf 155, is located within Keurboomstrand, primarily characterized as a resort town within Plettenberg Bay, Western Cape. See below locality map and coordinates for the property boundary.

The proposal is to develop 2x group dwelling units on the eastern portion (referred to as “Erf 1180”) of Erf 1236. Approximately 2000m² of the 5 000m² subject site is earmarked for development. The property remains vacant and untransformed.

The preferred development proposal entails the construction of two (2) double-storey residential units with double garage and a shared swimming pool.

Town Planning: the proposal is to subdivide a portion (±5000m²) off from Erf 1180, and to rezone this portion from “Open Space Zone 2” to “Open Space Zone 3” for “Nature conservation area” to allow for the two dwelling units and a swimming pool. Please consult the Specialist Planning Report for NEMA Purposes report in Appendix G.

Access: the property is entitled to a 7m wide right of way servitude across Erf 391. The proposed driveway width into the development is 4m, curved around mature trees of conservation value. The road will be paved with permeable paving to allow for the drainage of stormwater.

FINAL Basic Assessment Report: Proposed Development of Low-Impact, Self-Catering Camping Nodes with Shared Amenities Facilities for the Lovemore Family - Portion 104 of Farm 216, Uitzicht, Knysna, Western Cape - DFFE Ref: 14/12/16/3/3/1/3314

Eco Route Admin — Thu, 29 May 2025 09:55:58 +0000

FINAL Basic Assessment Report: Proposed Development of Low-Impact, Self-Catering Camping Nodes with Shared Amenities Facilities for the Lovemore Family - Portion 104 of Farm 216, Uitzicht, Knysna, Western Cape - DFFE Ref: 14/12/16/3/3/1/3314 Eco Route Admin Thu, 05/29/2025 - 11:55

The property has historically been used by the Lovemore family for private recreational purposes over many years. Family members have regularly made use of the property for outdoor activities and informal camping, making use of the existing disturbed areas and the dirt road for access. These activities have generally been temporary in nature, with family members making use of tents and basic camping arrangements during visits to the property.

The intention of the current application is therefore not to introduce a new form of land use, but rather to formalise and better manage the family’s longstanding use of the property. The proposed development will provide structured and environmentally sensitive sleeping platforms and shared amenities that replace temporary camping arrangements currently used by the family. The overall nature and intensity of use of the property will remain consistent with its historic use by the Lovemore family.

Importantly, the proposed development is intended solely for use by members of the Lovemore family and their immediate guests and will not operate as a commercial tourism facility or public accommodation establishment.

DEDEAT reference: SBROB#2021-05-21

Portion 12 of the Farm Ongegunde Vryheid No 746 (approximately 46.21 ha in extent) is located in Cape St Francis Bay in the Kouga Local Municipality, Eastern Cape.

The property was purchased by the current landowner in 1993; two dwellings were in place at the time. Google Earth historical imagery (2005) shows two dwellings in place on the property. The south western dwelling has been used by the landowners as a private holiday residence; the north eastern dwelling consists of 5 rooms and an outside cottage; the 5 rooms can sleep 2 persons per room and have been rented to guests since ownership in 1993. The outside room is not rented. A maximum of 12 guests (10 adults; 2 children) have been permitted at the NE dwelling over the years.

In about 2021 the owner refurbished and renovated the dwellings; the following activities took place:
- Rerouting of road (200m2) behind the NE dwelling, renovation of dwelling, putting in place a deck with a plunge pool (140m2) in the footprint of the old road
- Renovation of south western dwelling in the same development footprint.
The total development footprint of the two dwellings and road is approximately 1600m2.

FINAL Basic Assessment Report - The Proposed Development on Portion 76 (A Portion of Portion 54) of Farm 216 Uitzicht, Knynsa, Western Cape - DFFE Ref no: 14/12/16/3/3/1/3292 Eco Route Admin Wed, 03/05/2025 - 14:41

Portion 76 of the Farm 216 is situated within 1.5 km from Brenton on Sea Residential Area, Knysna Western Cape and the Southern boundary boarders the Brenton Beach. The property is 21.01 hectares in extent.

The entire property is classed as Critical Biodiversity Area (CBA) which is defined as areas in a natural condition that are required to meet biodiversity targets, for species, ecosystems or ecological processes and infrastructure.

The main objective of a CBA area is to maintain it in a natural or near natural state, with no further loss of natural
habitat. Degraded areas should be rehabilitated. Only Low impact, biodiversity sensitive land uses are appropriate.

Taking the CBA into consideration a low impact route was followed during the planning stages of the alternatives in order to have the least impact on the receiving environment.

The proposal is to exercise the primary land use rights of the property, (i.e. construction of a main farmhouse and farm manager’s house). The development proposal entails the following:
(i) The construction of 1one (x1) main dwelling house to be situated in the southwestern corner of the property
(3000m²).
(ii) The construction of a new internal road to provide access to the southern portion of the property.
